Islamabad : The National Database and Registration Authority (NADRA) determined to launch a Pensions Disbursement Program using its Biometric verification system in order to facilitate pensioners.
Chairman NADRA Tariq Malik has stated this while briefing the meeting about NADRA’s Pension Disbursement Program using Smart ID and E-Sahulat Branchless Banking Scheme held at Presidency.
While giving the program details Tariq Malik said that in the first phase, all the pensioners across the country will be enrolled at NADRA Swift Registration Centers and will be issued Smart National Identification Cards.
In the second phase, the pensioners will be able to draw their pensions from any of NADRA’s E-Sahulat Branchless Banking Franchisees.
Giving details of the mechanism, Chairman NADRA informed that currently there are over six thousand franchisees across Pakistan and more franchisees can be added based on the market need.
The pensioner along with his/her Smart National ID will visit his/her nearest E-Sahulat Franchisee where he/she will be verified by NADRA Biometric Verification System before disbursement of the pension, he said.
He said that with these Smart Cards, the holder won’t have to provide proof that he is living, because the card will only accept thumb impression of a living person.
He said that holder of the card won’t be required to withdraw the pension amount in one go. He will be able to withdraw any amount at any time at any biometric enabled ATM of any bank. Every National Bank branch will have biometric ATMs, he informed the meeting.

Herani: CONCLUSIONS AND SUGGESTIONS: From the systematic literature review it is concluded that microfinance is the need of the hour of poor people and for development of the country to increase the purchasing power. To create awareness for self-help micro-deposit and the benefits, a systematic and reputed system is needed.
BISP is a helping in the purchasing power of the poor. In fact, BISP is a penetrative set of programs and requires quality control, speedy and flawless delivery of funds to the beneficiaries. By utilizing the modified and enhanced software facilities for deposits and distribution of amount, the existing e-Sahulat franchises could prove to be the best institution for micro-financing and speedy, easy and flawless service delivery under BISP as well as receipt of the amount of utility bills. A recharge of BISP payments and transfer of money in real time is the need of the time.
NADRA’s e-Sahulat franchises that are working be up-graded to micro-finance banking system. The utility bills recharge system and recharging beneficiary’s account should be improved for better performance. It should be recharged by the Banks, which are receiving cash amount, from franchisees, through mobile card-like scratch cards. To run the BISP and Money transfer programs of recharging for it be done at real-time as recipient cards have been swiped. When recipients of BISP Fund approach the e-Sahulat for money transfer or to receive payment it should be done in automated way and the CNIC be displayed on the screen of the monitor to ensure that the dealing is being done with the right person. The computerized recipients’ list indicating the time of transaction, name of the village, UC No., Post office code, as well as his/her contact No. to contact him/her as when needed. The list may be displayed in the UC office. Bar code reader or any other alternate be provided to the franchisees to record bills paid in real-time, speedily. The list of such transaction is being prepared and slip is generated when there is no balance in the account. Since utility bills are paid that cannot be refused by the franchise for retaining its reputation. It is suggested that the automatically generated list should contain the payments made on the same day through bank from the deposited amount and recharge is achieved. This practice will further increase the speed of collection with reduced franchise labor and safest delivery of amount to the franchisees and NADRA.
At present the cash deposited by franchises before 5 O’clock, the same should be recharged by NADRA management before 10 O’clock so that already registered bills be automatically paid by reading Barcode by Barcode reader. This facility will enhance the reputation of NADRA and if its franchisees fail to fulfill their responsibilities it will be taken as the failure of NADRA.
This is the main issue on which focus has been made in this article. It has been observed that NADRA is facing problems in tracing out the bills paid by the customers and mistakenly not recharged. Some times bills are collected with late fees but due to rush of work at the franchise and there come new bills before putting them into the computer. In such a situation the Franchisees have to pay the late fees amount from his own pocket. The President orders NADRA to facilitate pensioners The government formed a high-level committee to develop an electronic banking system for prompt and problem free disbursement of pensions to millions of pensioners.
ISLAMABAD, Sept 17, 2012: The five-member committee, comprising of National Database Registration Authority (Nadra) Chairman Tariq Malik, Governor State Bank of Pakistan Yaseen Anwar, Secretary Finance Abdul Wajid Rana, Auditor General of Pakistan Buland Akhtar Rana, was constituted during a briefing held at the presidency.During the briefing, chaired by President Asif Ali Zardari, that a requirement for the pensioners to produce a certificate that they were alive was creating unnecessary inconvenience to them especially the disabled ones and needed to be addressed on priority. “The briefing was continuation of the meeting held earlier on the subject in last week of July wherein all the concerned were invited to discus the proposed mechanism and present their point of views for putting in place an efficient system of pension disbursement,” said President’s Spokesman Farhatullah Babar while giving details of the meeting. He recalled that the president had taken serious notice of the difficulties faced by the pensioners in collecting their monthly pensions and had directed Nadra to design an Automated Pension Disbursement System that would integrate with the existing pension disbursement network to facilitate pensioners across the country. The spokesman said the president had directed Nadra to consider making biometric Smart Cards to the pensioners so that they could draw their pension from any biometric enabled ATM of any bank and the e-Sahulat centres and are saved from the botheration of long queues and inordinate delays. Nadra chief briefed the meeting about an automation mechanism and the outreach of Nadra’s program, in which the current pension system would be automated and the disbursement network would be extended by transforming bank braches, post offices and e-Sahulat franchisees into Nadra’s Pension Disbursement Outlets. The meeting was apprised that nearly 6,000 e-Sahulat franchisees and 9,000 banks branches in various parts of the country would be used for disbursement of the pensions besides postal offices. According to the proposed system of pension disbursement, Nadra will ensure completion of enrolment and issuance of Smart National Identity Cards to National Bank of Pakistan (NBP) pensioners by December, 31 and the disbursements of pensions would start with effect from January 2013. The enrolment process for the other pensioners would commence from January 2013 and would be completed by 30th April 2013 and pension disbursement would start May. The proposed programme envisaged on the introduction of biometrics system to eliminate duplicates as the system ensures one card per person which would also help eliminate ghost employees and claims against dead recipients. “The automation would ensure efficiency and real-time transaction processing with transparency. The Smart Card system would also provide mobility by deploying mobile infrastructure to reach the recipients,” he said.
